Xiamen Science City takes national strategic support and regional development as its mission, and aims to gather high-end resources, make breakthroughs in key technologies, and promote the development of future industries. It grasps the source of industrial technological innovation, focuses on clustering high-level innovation platforms, high-level innovation teams, and high-benefit achievement incubation and transformation carriers, and creates a "core engine" that supports the construction of a high-quality, high-value modern international city and strives to take the lead in realizing socialist modernization through "science, industry, city, people, and use" integrated innovation. In March 2023, the "Implementation Plan for Xiamen Science and Technology Innovation Leading Project" was released to the public, which planned the development goals and paths of Xiamen's science and technology innovation in the future. It proposed to build Xiamen Science City with national influence by 2026, establish a number of research and development institutions and large-scale scientific research infrastructure with international standards, and emerge a number of "Xiamen produced" original leading innovative products and technologies. Specific measures were proposed around four key tasks: "building high-quality innovation carriers, strengthening scientific and technological innovation entities, strengthening the supply of scientific and technological innovation systems, and creating a good innovation and entrepreneurship ecology". Establish a flat management system for the construction and operation of the Science City, with strong financial support from the city for projects that land in the Science City, and guide high-quality innovative resources to gather in the Science City.
